Hard Count was the governmental affairs consultant for the City of Buda, Texas from 2002 through 2010.  The city was growing rapidly and desperately wanted a new HEB grocery store.  The city learned that they needed new local option regulations to attract the store and Hard Count was tasked with making it happen.  After a successful local option effort was passed the City attracted HEB, and within 1 year also attracted Wal-mart and Cabelas (which we assisted with).  This success led to many more communities wanting to pursue the same local option remedies.

Over the course of the next 8 years Hard Count developed and managed 150 community driven local option campaigns in 7 states that gathered over 1.4M signatures, and achieved 146 successful elections. Hard Count developed the community engagement plan and served as the communications consultant in all 150 campaigns.

These local option efforts generated more than $1Billion in additional retail sales, and $0.5Billion  in municipal and county revenue.
